加州成了美国第一个把 Claude 铺给全部政府部门的州。6 月 29 日，州长纽森宣布跟 Anthropic 签了合作：全州机构连同下面的市和县，用 Claude 一律打五折，Anthropic 还免费送员工培训和技术支持，Claude 会通过一个叫 SITeS 的采购门户开放给所有部门。
这不是先签合同再慢慢找场景。几个部门已经在用了：车管所（DMV）拿它缩短窗口排队，医保部门（DHCS）用它帮领取者办事，应急管理厅和技术厅（CalOES、CDT）则拿它扫系统漏洞、补代码，还有一个叫 Engaged California 的公众议事平台也在用。纽森给这事划的边界很清楚：
“AI should not replace the human work of government; it should help our workers move faster, solve problems more effectively, and deliver better results for Californians.”
也就是说，AI 不去顶替政府里人的活，是帮着把活干得更快、更利落。
同一批消息里还有另一件事，分量不比打折那条小。Anthropic 单独拉了个 1500 万美元的网络安全计划，专给州、市、部落和地方政府用——给的不是现金，是等值的 Claude 额度。规模小些的地方政府可以申请最多 10 万美元额度，盘子还给关键基础设施相关的大型地方实体单留了名额。加州和得州是头两个签进来的。
政府为什么在安全这块这么上心？Anthropic 给了个例子：某个州的安全团队用它的工具，几个小时里就在自己系统里揪出了 40 多个漏洞。这种速度，靠人一个个排查很难做到。
Anthropic 美洲区负责人 Kate Jensen 的说法是：
“Building AI responsibly and in service of people has been our approach from the start, and that’s exactly what this partnership puts into practice.”
翻成中文——负责任地做 AI、让它真正为人服务，从头到尾都是他们的路子，这次合作就是把这话落到实处。
州和地方政府这块市场，Anthropic 过去很少碰。现在借着加州铺开、得州跟进，它把 Claude 卖进公共部门的口子算是撕开了。
