On May 5, OpenAI opened the beta of ChatGPT Ads Manager to all U.S. businesses.
This is less a product announcement than the first day OpenAI's advertising business stepped out of a limited trial.
The numbers changed first

The important addition is CPC, or cost per click. OpenAI's explanation is that many ChatGPT conversations are active and decision-oriented, so a click can show that an ad was relevant.
In plain terms, people often come to ChatGPT with intent: comparing a product, looking for a recommendation, or trying to make a decision. In that setting, whether they click says more than whether an ad was merely shown.
The recommended starting price is $3 to $5 per click, roughly where mid-market categories sit in Google Search.
Why it matters
OpenAI's internal advertising revenue target for 2026 is reportedly $2.4 billion. That figure comes from Digiday's reporting, not a public relations line.

- More than 600 advertisers took part, including Target, Ford, Mrs. Meyer's, and Adobe.
- OpenAI is expected to lose $14 billion this year.
Against a $14 billion loss, $2.4 billion looks modest. But ad businesses often start slowly and then compound sharply. Facebook launched its self-serve ad platform in 2007 and reached $4 billion in annual ad revenue five years later; over the following decade, that number multiplied many times over.
Design choices worth watching
First, the ad slot is outside the conversation stream.
Ads appear below the conversation and are not embedded inside ChatGPT's answers. That is a restrained choice. Perplexity has drawn criticism for mixing sponsored links into answers; OpenAI is at least separating the ad area from the response area.
Second, Plus, Pro, and Business users do not see ads.
Only Free and Go users are targeted. Paying users are buying an ad-free experience, the familiar subscription-plus-ad model used by Spotify and YouTube.
Third, logos cannot be the main ad visual.
OpenAI requires product or scenario images rather than logo-dominated creative. The goal is to avoid a wall of brand billboards and keep ads closer to the logic of intent-based search.
Fourth, headlines are capped at 16 characters and descriptions at 32.
That leaves almost no room for conventional copywriting. It pushes advertisers toward answer-style ads: say what it is, where to buy it, and where the link goes.
The partner list sends a signal
All four major agency groups are present: Dentsu, Omnicom, Publicis, and WPP.
The technology partners include Adobe, Criteo, Kargo, Pacvue, and StackAdapt.
That means OpenAI is not trying to build distribution alone. It is plugging directly into the standard pipes of global digital advertising. Channels that agencies do not want to sell rarely last long; Snap and X have both learned that lesson.
In other words, OpenAI is aiming from the start at the second seat behind Google Ads, not at being a Bing add-on or a marginal Snap-like inventory source.
Can OpenAI win this round?
Advertising has two hard tests: how much relevance users will tolerate and how long advertisers will wait for ROI.
ChatGPT has scale. Its 800 million monthly active users put it near the size Google had in the early years of search.
But ChatGPT usage is not the same as Google usage. Google users often arrive with an explicit buy, find, or research intent. ChatGPT also has a large share of companion-style use: writing poems, talking through life choices, or exploring ideas. Ads will perform poorly in those moments.
The next 12 months will decide the shape of this bet: whether CPM can hold, whether CPC falls below $1, and whether advertisers renew in the second quarter.
OpenAI has taken the first step. The question now is whether the market is willing to catch it.
