China's latest official AI signal is not just another model headline. At a July 31 press briefing, the National Development and Reform Commission tied together a domestic 100,000-card AI supercluster, intelligent-compute capacity at 2.8 times last year's level, more than 10 billion global downloads of Chinese large models and a faster legislative track for an artificial intelligence law.
NDRC spokesperson Jiang Yi said AI-related industries kept growing at more than 30% in the first half. The framing matters: compute, models, data, applications and governance were presented as one system rather than separate stories.
Growth Has Moved Into Infrastructure

The briefing gave several concrete markers: China's first fully domestic 100,000-card AI supercluster is in operation; national intelligent-compute scale had reached 2.8x the level a year earlier by the end of June; domestic large models passed 10 billion global downloads; and more than 120,000 high-quality datasets had been built.
The policy story is shifting from who released a larger model to whether models, chips, clouds and datasets can work together. DeepSeek and Moonshot were named because their open models have reached trillion-parameter scale, but the more practical point is domestic model-chip adaptation. For developers, that decides whether AI can run on available compute at a usable price.
Law Is Catching Up With Deployment
Cailianshe also reported an estimate that China's compute-network buildout during the 15th Five-Year Plan period could add RMB 4 trillion in direct investment. That makes the law pledge more concrete. Once AI becomes infrastructure, the governance question moves from chatbot content to data provenance, model calls, risk warning and emergency response.
The same direction appeared in the NDRC's mid-July AI cooperation action plan, which mentions agent norms, open-source compliance, safety governance and AI ethics. Companies building in robotics, industrial control, finance or healthcare should expect evaluation, audit and liability boundaries to arrive earlier in the product cycle.
Robots Show The Physical Edge
One number made the industrial position especially plain: NDRC-linked reports said eight of every 10 humanoid and quadruped robots sold globally now come from China. That does not prove leadership in every high-end component or control stack, but it shows why AI policy is moving beyond cloud models. Once models operate machines, a bad answer can become a bad movement.
The next checks are specific: when the AI-law draft enters a more public consultation phase, how national AI pilot bases disclose projects and evaluation methods, and how much of the RMB 4 trillion compute-network plan becomes schedulable, chip-adapted capacity that companies can actually buy.
