Panthalassa raises $140M for AI data centers at sea

Peter Thiel is betting that the next answer to AI's power shortage may sit offshore. His latest $140 million lead investment went to Panthalassa, an Oregon startup building wave-powered data centers for the open ocean.

Servers on the Pacific

Panthalassa is not proposing a floating island or a conventional platform. Its node is a roughly 85-meter floating system designed to generate electricity from waves, cool hardware with seawater and send inference results back to shore over low-Earth-orbit satellites.

In the company's framing, the machine is meant to be self-sufficient: no shoreline grid connection, no fossil fuel burn and no freshwater cooling loop. It drifts with ocean currents rather than relying on a traditional propeller system.

CEO and co-founder Garth Sheldon-Coulson says the point is to use high-energy offshore wave zones and avoid the transmission bottleneck that slows land-based data center projects.

What the money buys

The Series B round values Panthalassa at close to $1 billion. Alongside Thiel's lead role, the backers include John Doerr, Marc Benioff's TIME Ventures, Max Levchin's SciFi Ventures and Susquehanna Sustainable Investments.

The company says its 120-person team includes veterans from SpaceX, Tesla, NASA, Google, Apple and Blue Origin, a mix that reflects the marine engineering, aerospace and industrial complexity of the plan.

Panthalassa says the new capital will support factory construction, fleet deployment and the move from long-running prototypes toward commercial systems.

2026 pilot, 2027 commercialization

The company traces its testing path from an Ocean-1 sea trial in 2021 to Ocean-2 and Wavehopper trials in 2024. The next milestone is an Ocean-3 pilot fleet in the North Pacific in the second half of 2026, followed by commercial operation in 2027.

Founded in 2016, Panthalassa is structured as a public benefit corporation, meaning environmental benefits are written into the company's obligations alongside shareholder returns.

Why this is coming now

The idea sounds extreme until the land-based power constraint is considered. AI training and inference demand are stretching grid connection queues, while large buyers are signing long power and compute commitments and looking at nuclear power, dedicated grids and even orbital solar concepts.

Panthalassa's route is different: put trained models onto offshore inference nodes, let waves supply the electricity and use the sea for cooling. The pitch is not that the ocean replaces every data center, but that cheap power could become more valuable than proximity for some AI workloads.

The hard part

The risks are obvious. An 85-meter system in remote water has to deal with maintenance, corrosion, satellite latency, bandwidth limits and regulatory questions about systems operating beyond normal shore-side jurisdictions.

The customer question is just as important. Land data centers compete on millisecond latency, while Panthalassa has not publicly named customers. Thiel's wager is that within five years the shortage of power for AI will matter as much as the shortage of chips.
