Tesla announced on April 18 that its Robotaxi service has expanded to Dallas and Houston, Texas.
Elon Musk's post was brief: a 14-second video showing a Tesla vehicle driving with no one in the driver's seat, captioned "Robotaxi is now rolling out in Dallas & Houston 🤠."
The stock price rose.
But looking at the actual numbers, this so-called "expansion" amounts to: one vehicle in Dallas and one vehicle in Houston.

What about Waymo in these two cities during the same period? Waymo entered Dallas and Houston in February this year, and has already established stable commercial operations in Phoenix, San Francisco, and Los Angeles, with over 500,000 weekly trips nationwide.
The gap between one vehicle and mature commercial operations cannot be closed in a few months.
Austin's Lessons Are Clear
Tesla's Robotaxi has been operating in Austin for nearly a year and has been involved in 14 incidents. The number itself is meaningless without context—mileage and severity matter—but one point is worth noting: Austin's Robotaxi launched with a safety driver in June 2025 and only went fully driverless this January, taking a full seven months.
Dallas and Houston launched directly without safety drivers, indicating Tesla believes the system is ready. But deploying only one vehicle in each city suggests the company is first collecting data and validating real-world performance in new areas.
This is a cautious probe, not a large-scale commercial deployment.
Tesla Plans to Enter 7 Cities by June
According to Tesla's public plan, by the end of June this year, the Robotaxi service will expand to: Dallas, Houston, Phoenix, Miami, Orlando, Tampa, and Las Vegas—seven cities in total.
If fully realized, Tesla would match Waymo in the number of cities covered. But city count does not equal operational scale. Running a few vehicles across seven cities is a completely different business from operating hundreds of vehicles stably in each city to meet daily transportation needs.
On the day of Tesla's announcement, Electrek published a commentary titled "Tesla Robotaxi expansion: Another stock pump before earnings?" With Tesla's Q1 2026 earnings report approaching, the market's reaction to the "entered two new cities" announcement was predictable. Automotive media is already familiar with this rhythm.
Why Dallas and Houston Are Interesting
From a competitive standpoint, these two cities are markets Waymo entered just this February, and Cruise entered Houston even earlier, in October 2023. Tesla's move seems more like "I'm here too" than "I'm coming to take the market."
What's truly worth noting is the logic behind the geographic choices: Texas has a relatively friendly regulatory environment for autonomous driving, the weather is more stable than in San Francisco or Chicago, and road conditions are more uniform. These factors reduce the frequency of edge cases the system encounters. Tesla's expansion here has both policy and technical reasons.
Target cities like Phoenix and Miami share similar characteristics—Tesla is mostly not choosing the most complex environments. Waymo's commercial service in dense urban areas like San Francisco operates at a different level of technical difficulty compared to the cities Tesla is currently selecting.
The Two Companies Are on Completely Different Paths
Waymo now resembles a serious mobility operations company: fixed commercial areas, stable paying users, and a sustainable revenue model. Its expansion involves replicating an already validated operational model to new cities.
Tesla is pursuing a technology platform approach: FSD iteration speed is indeed fast, and Tesla vehicles come with sensors already installed, eliminating the need to deploy high-definition maps and perception infrastructure in new cities ahead of time like Waymo does. The marginal cost of scaling is theoretically much lower.
Tesla's bet is that once FSD is mature enough, it can quickly convert the large number of vehicles already on the road into Robotaxis, achieving scale much faster than Waymo.
Whether this logic holds depends on when FSD reaches that level. One vehicle each in Dallas and Houston is a small node in this story, not the endpoint.
